Greenhouse Gas Standards and Guidelines for Fossil Fuel-Fired Power Plants

Rule Summary

On June 11, 2025, EPA Administrator Lee Zeldin proposed to repeal all “greenhouse gas” emissions standards for the power sector under Section 111 of the Clean Air Act. This proposal would ensure affordable and reliable energy supplies and drive down the costs of transportation, heating, utilities, farming, and manufacturing while boosting our national security.

In spring 2024, EPA issued framing questions and provided a nonregulatory docket to gather input about ways to design a broad, environmentally-protective approach to GHG regulation of the entire fleet of existing gas combustion turbines in the power sector under Clean Air Act Section 111(d). EPA also held a hybrid public forum.
